CivicVoice is a digital participatory democracy framework born from the Barcelona City Council’s need to involve citizens in urban planning decisions at scale. Municipal governments face structurally declining civic engagement and growing public distrust in decision-making processes that appear to be made behind closed doors. Traditional public consultation — town halls, comment periods, statutory notices — reaches 2–5% of affected populations and systematically skews toward the most vocal minority. When Helsinki needed to engage citizens in defining the city strategy, or when Barcelona launched participatory budgeting allowing residents to allocate real municipal funds, neither city could rely on existing tools that were designed for polling, not structured democratic participation with accountability.
CivicVoice implements structured participation at city scale through modular components that each address a distinct form of civic input.
